Between now and mid-December, downtown West Chester has a Halloween Parade, a shop-and-stroll Sunday, a Thanksgiving morning race, a free-parking shopping weekend, the Christmas Parade and the Christkindlmarkt. Some of those dates leave the borough's normal parking schedule untouched. Others change it, and a street space and a borough garage can carry very different prices on the same day. On December 12, a metered spot on a Saturday afternoon can cost nothing while the Bicentennial Garage charges $20.
Here is how the borough's standard parking schedule meets each event this season.
The Weekly Schedule Every Event Sits On Top Of
Every event-day exception starts from the borough's normal enforcement week, so that comes first.
| Day | On-street enforcement | Borough garages and lots |
|---|---|---|
| Monday to Wednesday | 8 a.m. to 10 p.m. | Paid |
| Thursday and Friday | 8 a.m. to midnight | Paid |
| Saturday | Free until 5 p.m., enforced 5 p.m. to midnight | Paid |
| Sunday | Free all day | Free, except during major events |
That schedule comes from the Downtown West Chester parking page. The same page notes that downtown-business-district street spaces have a three-hour maximum with no extensions, and that all parking is cashless. As of June 1, 2026, the borough uses ParkMobile for street parking, and Flowbird no longer works. Besides the app, you can pay by texting "PARK" to 77223, calling 833-785-1205, or using a kiosk.
Prices come from the borough's fee schedule adopted August 19, 2026. Street meters and surface lots cost $1.50 an hour. At the Bicentennial Garage, 20 S. High St., and the Chestnut Street Garage, 14 E. Chestnut St., parking starts at $0.75 per half hour, reaches $6 for four hours, and tops out at $9 for 7 to 24 hours. Both garages are open 24/7, and Sunday free parking there runs 7 a.m. to midnight except during major events.
There is one exception to the Sunday rule. The Chester County Justice Center Garage at 220 W. Market St. is owned and run by the county, not the borough. Public parking there is on floors 4 through 7 from Friday at 4 p.m. to Monday at 7 a.m. It costs $1.49 an hour with an $18 daily maximum, plus a $1 service fee per transaction, and it is enforced around the clock, Sundays included.
Each event below changes this schedule, leaves it alone, or ends up in the gap between the street rules and the garage rules.
October: Weeknight Events On Weeknight Rules
The Halloween Parade is set for Wednesday, October 28, at 7 p.m. It starts at Church and Market Streets, loops through downtown, and ends with local bands and cheer and dance teams performing on Market Street. The rain date is Thursday, October 29. The event listing announces no free-parking promotion. On the standard schedule, Wednesday meters run until 10 p.m. and Thursday meters until midnight, so a rain delay adds two hours of enforcement on the backup night.
The Chester County History Center's "Chilling West Chester" walking tour follows the same weeknight pattern. Tickets are $20, tours leave from the History Center at 225 N. High St., and they run Wednesday and Thursday evenings through November 4, plus Saturdays at 11 a.m. through October 31. The weeknight tours fall inside paid street hours. The Saturday morning tours fall inside the free-until-5 p.m. window for street spaces.
November 15: A Sunday Event On A Free Day
The second annual Holiday Shop & Stroll is Sunday, November 15, from noon to 5 p.m. The organizer, Shankweiler & Co., says more than 20 stores will offer discounts or other specials. Check-in is at La Chic Boutique and the day wraps up at 9Prime.
The standard Sunday rules already make street spaces, borough surface lots and borough garages free. The garage listings do include a "major events" exception, and the Shop & Stroll listing doesn't say whether it counts. The safest assumption is free street parking, with the garage exit gate as the place where any change would show up.
Thanksgiving Week: The Free-Parking Promotion Matters Most On Friday
The 3rd annual Turkey Trot, run by Downtown West Chester and the West Chester Downtown Foundation, starts Thanksgiving morning, November 26, at the corner of Market and Church. That's the same corner where the Halloween Parade starts. The 5K is two laps through the southwestern part of the borough, and the 2K walk is one lap. Runners expecting to finish in under 30 minutes start at 7:40 a.m., and everyone else starts at 8:15. Registration is $32, and signing up by October 31 guarantees a free T-shirt. After that the price goes up. Mayday Coffee & Shop will park its "Coffee Cruiser" at the finish line. On the standard Thursday schedule, enforcement starts at 8 a.m. The borough materials reviewed for this post don't say how holidays are handled.
Small Business Weekend follows, Friday, November 27, through Sunday, November 29. The Downtown West Chester event page says on-street parking will be free all three days, and says just as clearly that the promotion doesn't cover lots or garages.
Compare that with the weekly table. Sunday street parking is already free, and Saturday street parking is already free until 5 p.m. So the promotion makes the biggest difference on Friday, when meters would normally run from 8 a.m. to midnight, and second on Saturday evening. Garages charge normal rates Friday and Saturday and go back to free on Sunday.
That weekend's events cluster around those free street hours. Carolers sing November 27 from 5:30 to 7:30 p.m. and November 28 from noon to 2 p.m. Santa rides a fire truck downtown November 28 at 3 p.m., and a holiday window decorating contest runs all weekend. The page counts more than 50 shops and 60-plus restaurants downtown.
Santa's Express overlaps the same stretch. It departs from Market Street Station, 230 E. Market St., on November 21, 22, 27, 28 and 29, and December 5, 6, 12, 13, 19 and 20. Departures are at 11 a.m., 1 p.m., 3 p.m. and 5 p.m., except on November 21 and 22, and tickets go on sale November 1.
December 4 And 12: Where The Event Changes The Price
The tree lighting and Christmas Parade on Friday, December 4, is the biggest crowd of the season. In its July 2026 press release, the Greater West Chester Chamber of Commerce says the parade draws about 20,000 people a year. The evening starts at 6:30 p.m. with the lighting of a 28-foot tree on the Historic Chester County Courthouse lawn. The tree has 150 individual branches and 20,000 white LED lights. The parade follows at 7 p.m. under 100,000 lights strung along downtown blocks sponsored by local businesses. This year's parade has an America250 theme and a new Santa float, and Chester County Hospital is title sponsor for a sixth year. The Chamber's parade night page puts the tree lighting at the courthouse steps facing High Street. No free-parking promotion has been announced for the night. On the standard schedule, Friday meters run until midnight, which covers the whole event.
Eight days later, on Saturday, December 12, the 7th annual Christkindlmarkt shows the biggest difference between street and garage pricing all season. The free outdoor market is presented by the West Chester Downtown Foundation and hosted by the Chester County Art Association and Downtown West Chester. It runs 11 a.m. to 6 p.m., rain or shine, with more than 100 vendors selling handcrafted and locally designed goods. It fills Gay Street between Darlington and Matlack and Church Street between Gay and Chestnut. Those blocks are closed to vehicles all day. Every crossroad stays open except Church Street.
According to the Christkindlmarkt page, all borough-owned garages and lots, including the Bicentennial and Chestnut Street garages, charge a $20 special-event fee per car that day. All other on-street spaces and garages keep their normal rates. Normal Saturday street rates mean free until 5 p.m. Here is how the options compare that afternoon.
- Borough garages and lots: $20 flat.
- Justice Center Garage: normal rates of $1.49 an hour, capped at $18 a day, plus the $1 transaction fee.
- On-street spaces outside the closed blocks: free until 5 p.m., then $1.50 an hour until the market closes at 6.
With street spaces on the closed blocks gone, the remaining free spaces are the scarce ones. The garages will have room, but they'll cost $20.
The Corner That Won't Be Ready Yet
People walking Gay Street this season will pass the former Iron Hill Brewery & Restaurant on W. Gay Street, which closed on September 25, 2025. The Quad, West Chester University's student news service, reported on October 5 that MaGerk's Pub & Grill will open there in "late 2026" as its 10th location. No specific date was given. Marketing director Mary Kate Manzo told The Quad that each location hangs black-and-white photos of its own community, so the West Chester walls will feature West Chester and the surrounding area. Until an opening date is posted, don't plan a parade-night dinner around it.
Questions about a specific day's rules go to the borough's Parking Department at 610-696-4521 or [email protected].
At Diego Reyes & Associates, we track the downtown calendar the same way we track the market, one date at a time. If you live in or around the borough and want to talk about what's changing on your blocks, in English or Spanish, let's work together.
